The Salt
Lake County Service Area #3 Board of Trustees meeting was called to order by Vice
Chairman Bremer at 12:00 pm.
Meeting Minutes approval – With two grammar corrections
to the minutes, Trustee Prosek motioned
to approve the minutes from August 18th, 2025, board meeting. Vice Chairman Bremer seconded the motion,
and it carried unanimously. A copy of the minutes is attached for review.
2026 Preliminary
budget discussion –
Mr. Carpenter stated this is the first review of the 2026 preliminary budget
and amending the 2025 budget. Mr. Carpenter discussed that most costs have
increased slightly, then highlighted the increase of sewage treatment costs which
is set to increase significantly in 2026. Mr. Carpenter explained he calculated
the last 5 years sewer flow at an average of 35 million gallons per year &
multiplied that by $11.00 per thousand gallons, which is the median of the estimated
increase from Cottonwood Improvement District, up from $6.49 per one thousand
gallons. Mr. Carpenter put an 8% water increase for Salt Lake City Public
Utilities. Mr. Carpenter briefly reviewed savings, capital project cost, and
income sections of the budget. Mr. Carpenter explained he separated the 5020 Water
and 5010 Sewer charges on the income section to better reflect the individual
cost increases with the potential water and sewer rate increase being different
percentages. Mr. Carpenter reviewed potential 2026 rate increase options of 15%
sewer, and 5% water would be a residential increase of $143.35; 20% sewer and 5%
water would be a residential increase would be $177.53 for the year. Mr.
Carpenter will continue to revise the 2025 amended and 2026 preliminary budget
for the October board meeting. The public budget hearing is December 10th,
2025. A copy of the preliminary budget and potential rate increases are
attached for review.
2026 Property
Tax increase discussion- Mr. Carpenter stated the Service Area #3 collects property tax of
approximately $30,000 annually and has not increased property tax in 20 years. Mr.
Carpenter explained that we are proposing increasing to $75,000.00, a
$45,000.00 increase on our property tax collection, which would help cover
increases in direct operating expenses. After some discussion between board
members, all members of the board agreed to move forward with notification to
the Utah State Tax Commission with our intention to move forward with the Property
Tax increase truth and taxation process.
SYSTEMS
OPERATIONS AND DEVELOPMENT-
Town of Alta
cross tow water line project – Mr. Carpenter discussed the project is
moving forward. The PRV has been set, and the west end of the water line has
been connected to the existing system. Mr. Carpenter stated the east end of the
connection will not be made until summer of 2026.
West
Peruvian to Hellgate water line project – Mr. Carpenter explained the Town of
Alta is working to pick an engineering bid for a water line to connect the two
subdivisions. Mr. Carpenter stated this project is tentatively planned for
summer 2026.
West
Peruvian leak – Mr. Carpenter explained he received a call from Alta Central Saturday
August 30th about another water leak in the West Peruvian driveway
area.
Mr. Carpenter was able to determine
where the leak was with Geophones, contacted Newman Construction, and it was
determined the leak was small enough to wait until Tuesday to be repaired.
Newman Construction found that the copper lateral on the extended connection to
the Redfern house had two pinholes. Repair has been completed.
Town of Alta
Bay City media ordered – Mr. Carpenter stated new filter media
has been ordered by the town and should be delivered this fall to be stored.
Mr. Carpenter explained that last spring the water tests were close to
surpassing the MCL levels for Antimony and this way there will be media on hand
to avoid that scenario again.
Town of Alta
new water sampling plan – Mr. Carpenter stated the Town of Alta
needs a new sampling plan. Mr. Carpenter explained during the Division of
Drinking Water sanitary survey that it was decided to increase the Town’s population
for sampling purposes, which increases the sampling needs. Mr. Carpenter is
working on the plan.
Patsey
Marley Subdivision – Mr. Carpenter discussed that he has been talking
with a Mr. Boal, lawyer from Snell & Wilmer law firm, regarding an
agreement for the Service Area #3 to be the water operator for the subdivision
water system. Mr. Carpenter explained that the agreement had been sent to our
Lawyer, Ms. Anderson at Fabian Van Cott, for review and he received it last
Friday with a considerable number of notes. Mr. Carpenter is working on the
review.
Snowbird
Maintenance Shop water leak- Mr. Carpenter explained that while
digging for the new fuel tanks at the Snowbird maintenance shop an excavator
operator hit a 6” PVC water line that fed a fire hydrant that was removed and
capped long ago but the ductal iron line that feed the 6” PVC was not capped
and created a large leak. Mr. Carpenter stated the water was shut off in the
PRVs and Zarbock plumbing was called in and removed the remaining 6” line and
capped the ductal iron pipe at the building lateral pipe.
2025 Trustee
Election Cancellation– Ms. Alderin stated no write in candidates for the
2025 election. Ms. Alderin has officially cancelled the election as of
September 3rd, 2025.
Refurbishing
the W. D. T backwash filter press- Mr. Carpenter stated the filter press
has been completed at Met-Chem, and it will be shipped once payment is
received. Ms. Alderin sent payment last week.
RWAU Fall
conference- Mr. Carpenter stated Mr. Brindle and Mr. Wilz attended the fall
conference for certifications. Mr. Brindle took his Treatment 4 testing and Mr.
Wilz took his Treatment 2 testing. They are still waiting for test results.
Alta sewer
meter calibration – Mr. Carpenter explained he and Mr. Mcintosh worked
together to calibrate the Alta Sewer meter with the new sewer meter at the
mouth to dial in the flows for billing purposes.
Snowbird Mid
Gad restaurant – Mr. Carpenter stated that SKM Inc. will be up this week to start
programing the SCADA software. Mr. Carpenter explained the water tank leak has
been repaired, and the water has been re-chlorinated. The pump system is having
issues with the backstop pressures, & that Snowbird will have to work with
the Division of Drinking water to address this issue. Mr. Carpenter stated a new
flow meter has also been installed in the small overflow vault, nice work Mr.
McGuinness!
Summer maintenance
– Mr. Carpenter explained that Mr. Stevens is done working for the season.
Mr. Brindle has interviewed two candidates to fill the Night Operator position
and will pick a candidate this week. Mr. Wilz will finish the season in November.
Treasurer’s
Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet
Previous Year Comparison report through August 31st, 2025, and the Profit and Loss Budget vs. Actual January 1st,
2025, through August 31st, 2025. These reports are emailed to
members of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check
detail dated August 15th,
through September 12th, 2025, as presented by Mr. Carpenter, and hereby authorized and ratified
to be paid by the office manager. Chairman Richards made a motion to approve. Trustee
Prosek seconded the motion, and it carried unanimously. Copies of the approved
check detail are attached to the minutes.
Adjournment - With there being no further business, Vice
Chairman Bremer adjourned the meeting at 1:12 pm.
