BOARD OF TRUSTEES MEETING MINUTES

August 19th, 2024

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Vice Chairman Bremer at 12:01 pm.

 

 

Meeting Minutes approval –With a spelling correction to tier, Vice Chairman Bremer motioned to approve minutes from July 15th, 2024. Board meeting minutes. Trustee Prosek seconded the motion and it carried unanimously. A copy of the minutes is attached for review.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

Town of Alta - Mr. Carpenter stated that he met with the Town of Alta administration, Hanson, Allen and Luce Engineering, SLC Watershed Mr. Nelson and Cottonwood Improvement District to data collect and discuss the Town’s water and sewer master plan update process. Mr. Carpenter will keep the board informed of any major changes to this project.

 

Town of Alta Badger remote water meters- Mr. Carpenter stated that we have all the remaining badger remote meters. Mr. Carpenter discussed he has asked the Town to help schedule those installations with home owners.

 

Town of Alta Lead service line inventory – Mr. Carpenter briefly discussed the Federal requirement to inventory and replace all lead service line inventory across the country. Mr. Carpenter stated we have mostly completed the inventory for the Town and have not found any lead service lines so far. Mr. Brindle will continue working to double check our list. Inventory is due in October and we will have the completed list by the deadline.

 

 

Meadows Pump Station – Mr. Carpenter discussed the new motor installed on the intake side in July is working well. Mr. Carpenter and Mr. Brindle worked to change 1 of the 4 old valves out. Cottonwood Improvement district assisted in cleaning the vault out and after some challenges the new valve is installed and functional. Mr. Carpenter and Mr. Brindle will continue to work to change out the remaining 3 valves in the near future. Mr. Carpenter stated in working with SKM, Inc. the power issues with the VFD in the pump station have been resolved by changing the VFD parameters.

 

Garage floor coating – Mr. Carpenter stated the garage floor has been redone by RAD concrete coatings. The floor was filled, diamond ground and a poly vinyl coating was added for protection from the elements. The finished product looks very nice.

 

Garage Washer/Sink Valves- Mr. Carpenter stated while prepping the garage for the floor coating it was found the shop sink and washing machine shut off valves are old and need replacement. Mr. Carpenter has asked Mr. McGuinness Snowbird journeyman plumber/ SA3 night operator to replace the valves and hoses. Mr. McGuinness will collect parts and make the repair.

 

Office Wall Graphic – Mr. Carpenter stated the graphic is completed and installed by Resonance Printing and turned out great. The wall graphic is of the Wasatch front water, lakes, streams, and reservoirs.

 

Wasatch Drain Tunnel upgrades 2024- Mr. Carpenter stated that we have dropped off materials for coating. Mr. Carpenter, Mr. Brindle and Mr. Wilz have been working to cut and groove the 25’ of pipe to get it to the coating facility this week.

 

Snowbird Mountain sewer issue –Mr. Carpenter discussed that the main mountain sewer line at snowbird was clogged by rocks and debris from MidGad restaurant demolition this spring. Rocks and debris made it down to Wilbere Ridge sewer clean out and pressure and build up from the summit caused a sewage spill on the mountain. Snowbird was able to repair the lateral line without full replacement. Mr. Carpenter stated Snowbird is purchasing a proper camera and clean out equipment to maintain the mountain lateral line better in the future.

 

Blackjack property – Mr. Carpenter briefly discussed a piece of property for sale above/behind the Blackjack Lodge. According to the Service Area boundary map it is a dry lot (no culinary water available). The Service Area has received a couple of phone calls from people since it went up for sale in March 2024. Mr. Carpenter and Ms. Alderin have been dealing with a gentleman for the last couple of months in regards to getting water to this property. He is insistent that water should be provided and has made several visits to the office, in which we have provided all documentation we have in regards to the boundary. Mr. Carpenter reached out to Mr. Hanson and Mr. Gouldner to be clear that this property is not in the service area and all parties were in agreeance it is outside the Service Area boundary. Mr. Carpenter also reached out to our lawyer to be sure we were correct in our standing. They suggested we hire a professional surveyor to have the boundary checked.  The surveyor confirmed that this property is outside of the Service Area #3 boundary. Mr. Carpenter emailed this information to the prospective buyer and we have heard nothing back.  

 

*Update* Service Area #3 named in 2 lawsuits - Mr. Carpenter briefly explained that the Service Area #3 had been named in two lawsuits concerning the same incident at the mouth of the canyon in April 2023. A KSL cameraman, Mr. Smith, was hit by a car and killed. Mr. Carpenter stated there were never any further communications after the letter was sent from UTLG. Ms. Alderin received an email from the claim’s agent stating no communication from either law office and they are closing the claim.

 

Fall winter prep – Mr. Carpenter stated we will be moving into fall prep for winter involving exercising valves, repainting/flagging hydrants and general fall maintenance.

 

SLC Water billing – Mr. Carpenter stated SLC city water has imposed a stabilization fee in this year’s budget increase, which is a fee that SLC has chosen to charge customers to help make up for water conservation and budget shortfalls. Ms. Alderin stated she is working to find out if this is a fee the Service Area should be paying as we have a surplus water contract with them. It would be a yearly increase of $23,000 to the water bill. Mr. Carpenter and Ms. Alderin will keep the board informed of any updates.

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through July 31st, 2024, and the Profit and Loss Budget vs. Actual January 1st, 2024, through July 31st, 2024. These reports are emailed to members of the Board prior to the Board meeting for their review.

 

 

Approval of Bills paid – Approval of the bills listed on the check detail dated July 12th through August 9th, 2024, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Trustee Prosek made a motion to approve. Vice Chairman Bremer seconded the motion and it carried. Copies of the approved check detail are attached to the minutes.
