Lake County Service Area #3 Board of Trustees meeting was called to order by Vice
Chairman Bremer at 12:00 pm.
Meeting Minutes approval – With no comments
on the minutes, Trustee Prosek motioned
to approve the minutes from July 21st, 2025, board meeting. Vice Chairman Bremer seconded the motion,
and it carried unanimously. A copy of the minutes is attached for review.
SYSTEMS
OPERATIONS AND DEVELOPMENT-
Town of Alta
cross tow water line project – Mr. Carpenter discussed that the project
is moving forward well, the water line has been laid and is being back filled. Mr.
Carpenter met with Newman Construction last week to discuss the building of the
PRV, connections, pressure testing, and
disinfection. Mr. Carpenter stated that Newman Construction is working to make
the waterline connection in the Wildcat parking lot today. Mr. Carpenter explained
Newman Construction and Big D Construction are working to figure out the upper
connection in the Albion basin area as there are multiple projects in the area
at once. A possible late fall connection but Newman will more than likely finish
the water line loop connection in the Albion lot next spring.
Cottonwood
Improvement District – Mr. Carpenter discussed the TV ‘Ing of the sewer
lines with CID is going well. They are working their way down canyon with TV
‘Ing and cleaning. The Snowbird village, from the Superior lot Alta flume to
Entry one, has been completed before Oktoberfest. Mr. Carpenter explained that
while working their way down canyon they had a couple of issues with finding accessible
manholes out of the roadway and a couple filled with dirt and debris from spring
runoff. A blockage was found near manhole #6 in the lower canyon, Mr. Carpenter
explained a road survey story pole was found in the manhole creating a small blockage,
the pole was able to be cut in half and removed. Mr. Carpenter stated all but
one area has been TV’d, due to construction on the
highway that manhole is inaccessible. Mr. Carpenter explained we are still
hoping to get a couple of manholes raised this fall once highway construction
wraps up. Big thank you to the CID guys, Mr. Brindle, Mr. Wilz and Mr. Stevens
for their work.
SA3 New sewer
meter enclosure - Mr. Carpenter explained to the board that the sewer
meter enclosure has been installed with the new meter, air conditioner, and new
radar sensor in the flume. Mr. Carpenter stated that the upgrades are working, and
sewer flow readings are back to normal. Mr. Carpenter stated he is hopeful that
the upgrades will help in getting more accurate flow readings.
Service Area
#3 PFAS sample results – Mr. Carpenter discussed the Service Area
#3 has received the results from the first round of PFAS samples taken in June 2025.
Mr. Carpenter stated all sample results came back below the maximum contaminant
levels. The next round of samples will be taken this November.
Snowbird Mid
Gad restaurant – Mr. Carpenter explained construction is moving along nicely. The water
tank has been completed, was filled and chlorinated for testing. Multiple
cracks in the concrete tank were found during this testing period. Mr.
Carpenter and Ms. Alderin went up last week and neutralized the water so the
tank can be drained, and cracks can be repaired. Mr. Carpenter stated Snowbird electricians
are wiring the PLC panel and SKM Inc. will be doing the programing once
everything is installed.
Hellgate
reservoir road and clean up – Mr. Carpenter explained that we had
Snowbird hill maintenance do access road repairs on the Hellgate mine access
road. Mr. Farwell got the job done in a couple of hours. Mr. Carpenter stated
that now the road has been repaired, and we have a dumpster on site we will
begin getting rid of old piping and other miscellaneous junk up there and from
the pumphouse.
2025 Trustee
Election Cancellation– Ms. Alderin stated that a write in candidate may
still enter the election until August 29th at 4:00 pm. Ms. Alderin
stated there have been no additional inquiries other than Mr. Prosek and Mr.
Bremer and both currently hold seats on our board. If no candidates write in, Ms.
Alderin will officially cancel the election on September 2nd, 2025.
Service Area
#3 Property Tax discussion – Mr. Carpenter stated we need to start the
discussion of the potential property tax increase and decide at the September
15th, 2025, meeting to be able to notify the Utah State Tax Commission
by October 1st, 2025, if we have an intent to raise the Service Area
#3 property tax. Mr. Carpenter stated the Service Area #3 collects property tax
of approximately $30,000 annually and has not increased property tax increase
in 20 years. Trustee Prosek mentioned the State of Utah Property Tax Assessors
office reevaluated Little Cottonwood property values in 2025 and increased his
tax assessment by about 50%, stating this assessment might affect homeowners tax
increase more now that their properties are assessed at a higher value. Ms.
Alderin stated that most Service Area #3 property taxes collected are paid by
Snowbird Resort, residents of the Service Area #3 pay a minimal amount of property
taxes. After some discussions on potential tax increase and rate increase
effects, Mr. Carpenter and Ms. Alderin will put together a couple of different 2026
preliminary budgets for the September meeting to better show what operating
costs are going to be and what a property tax increase would look like,
including potential rate changes.
Treasurer’s
Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet
Previous Year Comparison report through July 31st, 2025, and the Profit and Loss Budget vs. Actual January 1st,
2025, through July 31st, 2025. These reports are emailed to members
of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check
detail dated July 17th,
through August 14th, 2025, as presented by Mr. Carpenter, and hereby authorized and ratified
to be paid by the office manager. Trustee Prosek made a motion to approve. Vice
Chairman Bremer seconded the motion, and it carried unanimously. Copies of the
approved check detail are attached to the minutes.
Adjournment - With there being no further business, Vice
Chairman Bremer adjourned the meeting at 13:05 pm.
