BOARD OF TRUSTEES MEETING MINUTES

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Vice Chairman Bremer at 12:00 pm.

 

Meeting Minutes approval – With an addition made to the SLC public utilities section to distinguish between Summer and Winter rates, Trustee Prosek motioned to approve the minutes from the June 17th, 2025, board meeting. Vice Chairman Bremer seconded the motion, and it carried unanimously. A copy of the minutes is attached for review.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

Town of Alta PFAS sample results – Mr. Carpenter discussed the Town of Alta has received the results from the first round of PFAS samples taken in April 2025. Mr. Carpenter stated all sample results came back below the maximum contaminant levels. The next round of samples will be taken this fall. Still awaiting the sample results for Service Area #3.

 

SA#3 2025 Sanitary Survey  – Mr. Carpenter stated the Service Area #3; the Town of Alta, and Mid Gad’s sanitary surveys were completed June 26th and 27th. This is an audit of the water systems conducted by the State of Utah every 3 years. Mr. Carpenter reviewed the Deficiency Report with the board; Mr. Carpenter explained the two big deficiencies found were the unapproved emergency connection between the Town of Alta and Service Area #3, and the Hellgate water source cross connection control. Mr. Carpenter stated the first deficiency is that an emergency connection between the Service Area #3 and The Town of Alta was made in 1984 and used with approval in 1995, and the Division of Drinking Water did not have documentation on file. Mr. Carpenter has forwarded all appropriate documentation, and the deficiency is being removed. Mr. Carpenter went on to discuss the Hellgate water source is connected to the system without proper cross connection control. Mr. Carpenter explained that the Hellgate water source is inactive and was created as extra fire flow storage for the Cliff Lodge. Mr. Carpenter explained that the source was thought to be over the MCL for lead. Mr. Carpenter took a sample of the water, and it came back to meet all drinking water standards. As of now the deficiency has been removed and we will work towards a long-term solution. Mr. Carpenter stated that all the other deficiencies are minor, such as gaskets and vacuum breakers, those repairs have been made and sent on. A copy of the report is attached for review.

 

SA3 Sewer System Master planning- Mr. Carpenter explained he met with Mr. Hawks and Mr. Flynn from Aqua Engineering to review the scope of work, deliverables, and completion period. Mr. Carpenter discussed there is not a lot of growth for the Service Area #3 sewer system to plan for, so most of the capital improvements will be focused on maintenance, repairs, and keeping the current infrastructure working well. Mr. Carpenter stated the goal is to be finished with the Sewer Master plan by year end.

 

W. D. T./ Hidden Peak tour – Mr. Carpenter explained he did a 20-person tour for the Division of Drinking Water and the Governor’s Office of the Wasatch Drain Tunnel and Hidden Peak treatment plants as requested by Mr. Lundsted, Director of the DDW. Mr. Carpenter stated the tour went well.

 

Town of Alta cross tow water line project – Mr. Carpenter discussed that the trenching for the project started this morning, Mr. Brindle met with them to review the Blue-stake plans and point out any utilities to try to avoid issues. Mr. Carpenter stated he has been in contact with Newman construction and the PRV is still being built it should be ready in the coming weeks and hopefully arrive by connection time.

 

Patsey Marley Subdivision – Mr. Carpenter discussed that he has been talking with a Mr. Bohl, lawyer from Snel & Wilber law firm, regarding an agreement for the Service Area #3 to be the water operator for the subdivision water system. Mr. Carpenter explained that in the settled lawsuit of the Schrontz estate the Patsy Marley subdivision would have a separate public water system connected to the Bay City mine. Mr. Carpenter briefly reviewed a water delivery agreement sent over by Mr. Bohl and stated the agreement is not what the Service Area #3 wants, the Service Area #3 would like an agreement more aligned with the Town of Alta Interlocal agreement. Mr. Carpenter had a meeting with Mr. Hanson to get some information about the history of the 20+ year litigation and discussions in the past. Mr. Carpenter explained there are still a lot of questions about the current process, and he will continue to work on this and keep the board informed.

 

Tank Inspection and Cleaning – Mr. Carpenter explained that Potable Divers Inc. came up and inspected the Peruvian and Superior tanks. Mr. Carpenter discussed the findings on both tanks. The Peruvian tank is in overall good condition with a ¼” of sediment and a couple of minor discrepancies with the steel pipes and corrosion in the tank. The Superior reservoir is also in good overall condition with 1/8” of sediment, with some small surface cracks on the ceiling. Both reservoirs need the overflow pipe and braces replaced due to corrosion. Mr. Carpenter stated we will work to replace overflow pipes next summer.

 

Pumphouse PLC replacement – Mr. Carpenter stated Total Power and Control and SKM were here last week and replaced the PLC in the pumphouse. Friday the PLC was mostly operational with some software tweaks that still need to be complete this week.

 

Refurbishing the W. D. T backwash filter press- Mr. Carpenter stated the filter press has shipped and arrived at Met-Chem in Ohio for new paint and hydraulic parts. It was found the hydraulic cylinder is still good, and they will work to replace and clean up everything else. A 5-week estimate was given. Service Area #3 will hopefully get another 30 years of operation from the filter press.

 

Cottonwood Improvement District – Mr. Carpenter stated TV ‘Ing of the sewer lines with CID started last week in Alta and are working their way down canyon with TV ‘Ing and flushing. A broken manhole ring mid canyon was found in the first manhole this morning and filled with dirt it seems it was broken during the transformer construction last fall, lucky most manholes in the canyon have two lids and the dirt did not make it into the line. The flusher truck is working down the bypass road and to the Snowbird center to clean out before Oktoberfest.

 

Big Cottonwood Sewer District Board member – Mr. Carpenter stated he had a phone call with a Big Cottonwood sewer district board member, discussing options regarding our current contracts with Cottonwood Improvement District and exploring what options might be available to amend those contracts to help lessen the impact of the large rate increases that do not benefit either of the canyons sewer districts. Mr. Carpenter will keep the board informed of any updates.

 

West Peruvian water line– Mr. Carpenter stated a leak was found in a lateral service line installed last summer by Newman Construction. Mr. Carpenter explained the leak was caused by corroded brass threads on the saddle. Newman came up and had the repair completed in 1 hour.

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through June 30th, 2025, and the Profit and Loss Budget vs. Actual January 1st, 2025, through June 30th , 2025. These reports are emailed to members of the Board prior to the Board meeting for their review.

 

Approval of Bills paid – Approval of the bills listed on the check detail dated June 14th through July 16th, 2025, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Trustee Prosek made a motion to approve. Vice Chairman Bremer seconded the motion, and it carried unanimously. Copies of the approved check detail are attached to the minutes.

 

Adjournment - With there being no further business, Vice Chairman Bremer adjourned the meeting at 13:11 pm.
