BOARD OF TRUSTEES MEETING MINUTES

April 21st, 2025

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Richards at 12:01 pm.

 

Meeting Minutes approval – Ms. Alderin made changes to the 9840 S. Martha Rd. property discussion statements to add clarification to who made what statements as requested by Trustee Prosek. Chairman Richards stated there are also audio and video recording of this meeting if ever needed to be revisited. Vice Chairman Bremer motioned to approve the minutes from the March 17th, 2025, board meeting. Trustee Prosek seconded the motion, and it carried unanimously. A copy of the minutes is attached for review.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

Alta Bay City filter media replacement- Mr. Carpenter stated the filter B media replacement has been received for Bay City. Mr. Carpenter explained ET Technologies came up and removed the old filter media with a vacuum truck. Mr. Carpenter and Mr. Brindle refilled filter B with the new media the same day. Mr. Carpenter stated that for the last couple of months the antimony level has been above the maximum contaminant level, and there was a possibility of public notice due to state requirements. Mr. Carpenter explained that the State uses a running annual average to determine if there is a violation. State requirements are 6 parts per billion on the running average and the last test sample put the average at 5.9 parts per billion, just below the state average so no public notice will be required. Mr. Carpenter stated the new media has brought the antimony levels down to approximately 4 parts per billion. Chairman Richard asked what the life of the media for each filter is. Mr. Carpenter stated that the life expectancy of the media is dependent on water use, but with an average life of 1 year. Mr. Carpenter stated with a significant leak in the grizzly system that was repaired last summer and the current leak in the system by Hellgate, the plant has been filtering more water than normal the past year. Plans to locate and repair the Hellgate leak will be done this spring. Mr. Carpenter has also done research into bringing back PH balancing to help increase the life span of the media but currently the chemical cost of PH balancing is about the same cost as media replacement with added risk from chemical use.

 

Hellgate area water leak- Mr. Carpenter briefly discussed the water leak in the main water line towards the Hellgate condominiums. Mr. Carpenter stated he has narrowed the leak to between the new PRV installed at the West Peruvian subdivision last summer and the Hellgate condominiums. Mr. Carpenter stated now that the snow is melting, he will work to pinpoint the leak location and contact Newman Construction to assist with the repair.

 

Town of Alta cross tow water line project – Mr. Carpenter stated the Town of Alta has received 2 bids for the cross-tow water line project. Town administration has selected the Newman Construction bid for the project. Mr. Carpenter said there is a planning meeting scheduled for tomorrow with the Town and Lift company to discuss project timelines.

 

Alta Ski Lift company Albion Lodge expansion project – Mr. Carpenter stated that the water line connections that were in question with the project have been figured out. Mr. Carpenter briefly explained that after discussions with the Town of Alta, Mr. McIntosh, and the Alta Ski Lift company, it was decided that a new waterline off the main will be connected and the line will then split into two separate lines for fire and culinary. The current east fire hydrant will also be relocated on the main line further east to accommodate this new connection. Mr. Carpenter will keep the board updated on any changes we might be involved in with this project.

 

Seasonal Maintenance workers – Mr. Carpenter stated we will be hiring 2 seasonal workers this summer. We are waiting to hear if Mr. Jeremy Wilz will be joining us for his 3rd summer as he has applied for a year-round position at Snowbird and is waiting to hear that decision. Mr. Marcus Stevens, who has had past employment with the Service Area # 3, will also be hired. Mr. Carpenter explained that 2 seasonal hires were not in the budget, he believes the additional labor cost will be offset by the additional labor charges from the Town of Alta’s cross tow water line project. Having 2 seasonals will keep someone at the project daily, while also maintaining Service Area #3 and Town of Alta regular duties and other ongoing projects.

 

Town of Alta Badger remote water meters- Mr. Carpenter stated the remote meter project installation will resume soon in the Hotels as the Ski Area has closed for the season. Mr. Carpenter discussed installations being scheduled with the hotels and the Snow pine is first on the list for next week. Mr. Carpenter stated that the remaining residential installations should also be complete by summer end.

 

Town of Alta EPA required PFAS/Lithium testing – Mr. Carpenter stated he and Mr. Brindle completed and shipped 1 of the 2 EPA PFAS/Lithium test samples this morning. Mr. Carpenter explained this is a test paid for by the EPA for small/rural systems and the second round of testing for Alta will be in October. The results of the tests will determine what the next steps will be.

 

SA3 EPA required PFAS/Lithium testing – Mr. Carpenter stated the EPA testing kits for the Service Area #3 should arrive in May and November.

 

Service Area #3 removed from Smith lawsuit- Mr. Carpenter explained the Service Area #3 through the Utah Local Government trust lawyer requested a motion to dismiss and the dismissal was granted by the court on the 11th of March. There has been a 30-day appeal process for the filing parties. No appeals were made, and the Service Area #3 has been removed from the lawsuit.

 

Snowbird Mid Gad restaurant construction –Mr. Carpenter stated the SCADA panel for the restaurant water chlorination system has been ordered by Snowbird. SKM and Total power and controls will be building the panel, and The Snowbird electrician team will be assisting in electrical hook up and installation once the panel is received.

 

Service Area #3 spring maintenance- Mr. Carpenter explained he and Mr. Brindle have been working on spring maintenance around the Service Area and replacing lights in the tunnel. Mr. Carpenter stated we have received the sewer meter transducer and control for the main sewer meter that will be installed when the new enclosure arrives, along with an enclosure air conditioner these upgrades will hopefully help with the overheating issues.

 

2024 Audit Preparation– Mr. Carpenter stated that our accountant Mr. Rowley from Keddington & Christianson was up at the office working with Ms. Alderin for 2 days on preparation for the 2024 financial audit. Gilbert & Stewart, the Service Area’s Auditor’s, should be up towards the end of this week or next week for the audit.

 

9840 S Martha Road Property update – Mr. Carpenter explained that he reached out to our attorney Mr. Keller from Fabian Van Cott regarding the property boundary question that has been raised by Mr. Weil concerning whether the property has been mistakenly excluded from the Service Area #3 boundary. Mr. Keller asked his associate lawyer Mrs. Anderson to investigate this with the Salt Lake County assessor’s office and to find out if there was other information or maps to explain why Service Area #3 has been included in the tax assessment for 9840 S. Martha Road. Mr. Carpenter stated Mrs. Anderson heard back from the County Assessor office stating that the property has been mistakenly in the Service Area #3 tax district and it will be corrected for the 2025 property tax assessment per the assessor’s office. Mr. Carpenter explained that a mistake by the assessor’s office does not grant the property owner water rights or access to water, but the Service Area may have to pay back a limited amount of the taxes that have been paid within the statute of limitations. Mrs. Anderson is out of town until next week, we will reach out to discuss what her recommendations are for the Service Area’s next steps.

 

Cross connection certification- Ms. Alderin stated that Mr. Brindle passed his cross-connection certification test with a 94%. Congratulations Mr. Brindle, from all of us at the Service Area #3.

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through March 31st, 2025, and the Profit and Loss Budget vs. Actual January 1st, 2025, through March 31st, 2025. These reports are emailed to members of the Board prior to the Board meeting for their review.

 

Approval of Bills paid – Approval of the bills listed on the check detail dated March 13th, through April 17th, 2025, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Trustee Prosek made a motion to approve. Chairman Richards seconded the motion, and it carried unanimously. Copies of the approved check detail are attached to the minutes.

 

Adjournment - With there being no further business, Chairman Richards adjourned the meeting at 12:38 pm.
