BOARD OF TRUSTEES MEETING MINUTES
June 27th, 2017

MEETING MINUTES APPROVAL
Chairman Borgione called the regular meeting to order at 12:00 p.m. Ms. Borgione moved to approve the May 16th,, 2017 regular meeting minutes as written. Mr. Schilling seconded the motion and it passed unanimously.
SYSTEMS OPERATIONS AND DEVELOPMENT
Audit Presentation: Paul Skeen, with Eide Bailly presented members of the Board with the final audit of the 2016 financial statements. Mr. Skeen stated that the overall financial condition of the Service Area has remained solid. He reviewed sections of the audit to include: Statement of Net Position and Statements of Revenues, Expenses and Changes in Net Position. Mr. Skeen also discussed the Utah Retirement Systems reducing the discount rate to the pension liability in 2017, which will reflect a larger liability on the Service Area. Lastly, Mr. Skeen discussed Internal Control and State Compliance relating to the Service Area audit. A significant deficiency was noted in the audit report to the State Auditor, in which the Service Area does not use a certified public accountant to prepare financials, but rather use our external auditors to become part of our internal control system. This same issues has been addressed in previous audits and Mr. Hanson has addressed this finding in a letter to the State Auditor, which was never responded to. Mr. Skeen stated he also stated in his report to the State Auditor, that the Service Area delivers the highest quality of reporting. In closing, Mr. Skeen hopes to open up discussions with the State Auditor regarding this issue.
Ms. Borgione closed the regular meeting at 12:20 p.m.
Public Hearing For: Discussion and Adoption of the 2017 Property Tax Rate:
Ms. Borgione opened the Public Hearing at 12:20 p.m. The clerk for Salt Lake County Service Area #3 duly posted notice of the public hearing to be held on this date. Mr. Hanson reviewed in detail the property tax procedures with the trustees. Information was provided to Salt Lake County Auditor's Office electronically. Mr. Hanson presented Resolution 2017-2, which defines the rate of the county service area taxes and certifies such rate to the Board of County Commissioners. Resolution 2017-2 states as follows:
Section 1. That the Board of Trustees officially fixes the rate of the Service Area taxes at 0.000098 on each dollar of taxable property in the Service Area to fund its general operation.
Section 2. That the Board of Trustees officially certifies a total tax rate of 0.000098 to the Board of County Commissioners of Salt Lake County.
Section 3. That the Board of Trustees officially requests that the tax as fixed by the Board of Trustees shall be levied and collected with other taxes levied and collected by Salt Lake County.
Ms. Borgione motioned to adopt and approve this 27th, day of June, 2017, the certified tax rate for 2017, as stated in Resolution 2017-2. Mr. Schilling seconded the motion and it passed unanimously.
Ms. Borgione closed the public hearing at 12:26 p.m. and opened the regular meeting at 12:26 p.m.
SYSTEMS OPERATION and DEVELOPMENT
Consumer Confidence Report: An annual requirement by the EPA and Division of Drinking Water, is to send all of our water customers a "Consumer Confidence Report", which is also a drinking water quality report for the Service Area. Mr. Hanson reviewed this report with the Board. The report will be sent out with the June statements.
Salt Lake City Water: We received our first water bill for the summer season, which reflects Salt Lake Public Utilities stepped rate structure. The Peruvian to Superior water account was billed at the incorrect rate. Kurt Spjute, the chief financial officer at Public Utilities adjusted our average winter water consumption, which will result in a $6,000 adjustment. Mr. Spjute has requested the documentation between the Service Area and Salt Lake City, regarding our summer rate structure for this account.
Water System Update: Mr. Hanson discussed the following pertaining to the Service Area and Alta
Hidden Peak-Water line still frozen-Snowbird preparing to fix.
Peruvian Source-Flows coming in strong.
Cumming House-Leak repaired, meter installed next to Iron Blosam. Service Area will bill Snowbird for meter vault and meter.
Isgur Credit-Credited Isgur water/sewer account $550.00 for 2 toilet replacements.
Pete Rogers-Acquired an overage of 38,000 gallons last month, due to a running toilet.
Peruvian Meter Vault-Replaced ring and lid on vault.
Tunnel Lights-Still working on installing new lighting in tunnel.
West Grizzly Leak-Leak on the lateral. Discovered that sprinkler pipe was originally used for the water line and is 20 feet in the ground.
Grizzly Pump Station-This system is plumbed, new pump ready to install. Project to be completed in two weeks.
Patsy Marley-Charles Livesey, (attorney for Schrontz estate), contacted Mr. Hanson regarding a Patsy Marley project of installing fiber and water lines for the 10 home development.
Sewer System Update:
Cleaning and flushing sewer system-Crews with Cottonwood Improvement District are here to work on sewer system. Chickadee from repair last year looks good.
Grease Traps-Still concerning. Considerable grease near Snowbird Center and Alta.
Sewer Vents-To be installed near the Hellgate Lodge.
Main Sewer Meter-Located at the mouth of the canyon, struggling in the warm weather. New meter is $3,700.00.
SECAP-Sewer Evaluation & Capacity Assurance Plan-Mr. Hanson is working with Aqua Engineering, (Darin Hawkes), on a hydraulic model of our sewer system. This is to be completed by the end of September 2017 and due to the State.
Railing: The new railing is currently at the galvanizer and should be ready soon.
Utah Legislature-Mr. Hanson will send the Board a report from the Office of the Legislative Auditor General-State of Utah-A Review of Best Practices for Internal Control of Limited Purposes Entities.
Trustee Election: The Service Area clerk has announced the 3 candidates who submitted their declaration of candidacy with the clerk during the filing period. The clerk also discussed a candidate handbook which is available to candidates pertaining to useful information i.e. obtaining important dates and a list of registered voters within the Service Area boundaries. Just a reminder that this election is being operated via contract with the Salt Lake County Elections Division.
Mr. Hanson reviewed with the Board of Trustees, the Balance Sheet Previous Year Comparison report beginning May 1st, through May 31st, 2017 and the Profit and Loss Budget vs. Actual beginning May 1st through May 31st, 2017 as prepared by Salt Lake County Service Area #3.
APPROVAL OF BILLS PAID
Ms. Borgione moved that the bills listed on the May 17th, 2017 through June 27th, 2017 payment registers, as presented by Mr. Hanson hereby be authorized and ratified to be paid by the manager. Mr. Schilling seconded the motion and it passed unanimously. Copies of the approved bills are attached to the minutes.
There being no further business to be discussed, a motion to adjourn was made, seconded and unanimously carried at 1:15 p.m.
