BOARD OF TRUSTEES MEETING MINUTES

MEETING MINUTES APPROVAL
Chairman Borgione called the regular meeting to order at 12:01 p.m. Ms. Borgione moved to approve the March 15th, 2016 regular meeting minutes as written. Mr. Collins seconded the motion and it passed unanimously.
SYSTEMS OPERATIONS AND DEVELOPMENT
Water Leak: American Leak Detection assisted in locating the water leak on the fire line that supplies water to the Iron Blossom Lodge and fire sprinkler system. Mr. Hanson stated that by using American Leak Detection we saved in excavation costs. Newman Construction repaired the line, which was 16 feet underground. Mr. Hanson found some other leaks, which have since been isolated and will be addressed later.
Alta Town Meeting: Mr. Hanson presented a report at the most recent Town of Alta meeting, discussing the media life in Bay City, power issues and the problems with the Grizzly system.
Snow Melt: Mr. Hanson reported that he is seeing the beginning of the run off. The Mid-Gad spring is flowing at 30 gallons per minute.
Tour: A tour of the Wasatch Drain Tunnel and Bay City systems was conducted by Mr. Hanson for Salt Lake City water shed officers.
Creekside/Maintenance Shop: Mr. Hanson discussed with the board the expansion projects for the Creekside Restaurant and Maintenance Shop. Per our current contract with Salt Lake City Water, these structures are out of our servicing boundaries. Mr. Hanson has been in discussions with Snowbird’s engineers as well as Patrick Nelson with Salt Lake City Water, seeking the proper approval and permitting for this project.
Hidden Peak: Approximately 2 weeks ago, one of the snowmaking lines which supplies water to Hidden Peak froze. When the pumps turned on to fill the raw water tank, the blockage caused a (water hammer), that ruptured the steel line near the Peruvian pump station, causing a 2500 gallons per minute leak. Snowmakers worked with Mr. Hanson shutting off water before the main transformer flooded. A temporary line was installed to supply the Summit Restaurant.
Peruvian Mine-Re-vegetation: Kurt Boyington with SLC0.- SWPPP has asked to inspect the re-vegetation project at the Peruvian Mine once the snow melts. Mr. Hanson stated that Snowbird will assist us in clearing out the area.
Cottonwood Improvement District: It was our understanding that sewage treatment rates would remain the same in 2016, although it appears after receiving our 1st quarter statement for 2016 that they in fact increased from $2.18 per 1000 gallons to $2.74 per 1000 gallons. Mr. Hanson reviewed a spreadsheet with the Board of Trustees, which displayed sewer expenses from 2000 to the present. Our current contract with Cottonwood improvement District, includes maintenance within our system. Mr. Hanson plans on having them tv our entire sewer system this summer. This increase is also a pass through for expenses at Central Valley Reclamation Plant.
Audit: The audit of the 2015 financials will begin on Tuesday, April 25th, 2016.
Mr. Hanson stated we will be amending the 2016 budget at the June 2016 board meeting.
Mr. Hanson reviewed with the Board of Trustees, the Balance Sheet Previous Year Comparison report beginning March 1st, through March 31th, 2016 and the Profit and Loss Budget vs. Actual beginning March 1st, 2016 through March 31st, 2016 as prepared by Salt Lake County Service Area #3.
APPROVAL OF BILLS PAID
Ms. Borgione moved that the bills listed on the March 16th, 2016 through April 19th, 2016 payment registers, as presented by Mr. Hanson hereby be authorized and ratified to be paid by the manager. Mr. Richards seconded the motion and it passed unanimously. Copies of the approved bills are attached to the minutes.
Dave Richards asked what we estimate the repair costs in Iron Blosam to be. Mr. Hanson calculates approximately $20,000.00.
There being no further business to be discussed, a motion to adjourn was made, seconded and unanimously carried at 12:49 p.m.
