The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Richards at 12:01 pm.
MEETING MINUTES APPROVAL Trustee McGuinness made a motion approving the meeting minutes from the October 15th, 2019 board meeting. Trustee Prosek motioned to approve, Trustee McGuinness seconded the motion and it was unanimously carried.
2020 Preliminary Budget Discussion continued Mr. Hanson reviewed the changes to the 2020 preliminary budget with the Board of Trustees. As per state requirements for the budget process. Mr. Hanson discussed a water and sewer rate history from the year 2000 on. Mr. Hanson presented the numbers as combined water and sewer precentages. In 2017 there was an increase of 15%, 2018 an increase of 8%, 2019 increase of 3%. With a preliminary/purposed increase of 4% for the 2020 budget. Mr. Hanson stated these rate precentages are mostly driven by the water and sewer costs the Salt Lake County Service Area #3 pays to Cottonwood Improvement District and Salt Lake Public Utilities and capital improvements to the infrastructure of Salt Lake Service Area #3. Mr. Hanson presented the preliminary 2020 budget showing a 4% rate increase. Direct Costs projected to be $360,365.00 an increase of $17,050.00. Operating Expenses projected $462,149.00 to increase by $38,000.00. Salary and Wages $252,620.00 an increase of $24,716.00. 2020 Capital improvements projected cost of $347,000.00, Mr. Hanson stated that this is the best opportunity to cost share the large project with Snowbird with the new Cogeneration plant being built and new utilities being installed across Chickadee, it will be a significant savings to the Salt Lake County Service Area #3 to share this project with Snowbird. A copy of the 2020 preliminary budgets are attached to the minutes.
UASD Annual Convention November 6th-8th 2019 Trustee McGuinness stated UASD Convention was a great experience for both Ms. Alderin and Trustee McGuinness it was good for both to attend and obtain valuable knowledge of employment laws, policy and procedures, state litigation information. Trustee McGuiness stated that UASD purchasing template resolution of automatic adoption of the most current template was brought up at the convention something Trustee McGuinness asked to be looked into to make sure we are to par with state recommendations. Mr. Hanson and Ms. Alderin will look into the purchasing policy and template to be discussed at the January board meeting.
SYSTEMS OPERATIONS AND DEVELOPMENT-
HELLGATE WATER LINE REPAIRS- Mr. Hanson discussed the Hellgate 14 water line leak on the entrance ramp from the Cliff lodge to the Bypsass road. Mr. Hanson stated that the 14 line ruptured at a coupler point from original construction. A 37 piece was replaced with two repair sleeves on either end of the pipe. Mr. Hanson stated as the repaired line was reenergized. Mr. McIntosh and Mr. Carpenter noticed a Hellgate water line leak #2 up the exit ramp approximately 150 feet on the state highway Bypass rd. Mr. Hanson has submitted for the permit to repair the leak in the highway per UDOT state regulations. Snowbird Hill maintenance crew is assisting with the repairs. Salt Lake County Service Area #3 cut the road yesterday 11/11/2019 and began digging for the repair this morning. Mr. Hanson stated that this is a great learning experience for Mr. Carpenter. Mr. Hanson stated he hopes to have the repair done and road repaved in the next couple of days. Mr. Hanson will update on the Hellgate leak #2 at the next board meeting.
Mr. Hanson gave a brief update of the following:
· The new Snowbird Snowmaking line is tied into the pump house. The 18 line was tied in to the current 12 line. We will work with Snowbird to tie in the new 18 snowmaking line to the existing 18 tunnel line in April 2020.
· Snowbird Snowmaking season has started. 8-million-gallon usage as of 11/12/19.
· Granite Construction is putting in a waterway below Entry One along the highway to White Pine area. The waterway will will affect 3 of our Sewer manholes.
· Sewer communications systems are having issues with losing the radio signal. It is recording readings just not sending regularly. This issue is being looked into.
· American Water resources group did a tunnel tour with Mr. Hanson last week.
· Sanitary Survey results are in, Midgad restaurant is in need of some updates and improvements. Snowbird has been made aware of this issue. Grizzly Gulch drinking water system is out of compliance with the division of Drinking water regulations, Town of Alta is aware of the issue.
TREASURERS REPORT Mr. Hanson reviewed with the Board of Trustees, the Balance Sheet Previous Year Comparison report through October 31st, 2019. The Profit and Loss Budget vs. Actual January 1st, through October 31st, 2019. These reports are emailed to members of the board, prior to this board meeting for their review. Financial reports are prepared by Salt Lake County Service Area #3. Copies of financials are attached to the minutes.
APPROVAL OF BILLS PAID Chairman Richards moved that the bills listed on October 11th 2019 November 8th, 2019 payment registers, as presented by Mr. Hanson hereby be authorized and ratified to be paid by the office manager. Trustee Prosek motioned to approve. Chairman Richards seconded the motion and it passed unanimously. Copies of the approved bills are attached to the minutes.
ADJOURNMENT There being no further business to be discussed, Trustee McGuinness made a motion to adjourn the meeting, seconded by Trustee Prosek and unanimously carried at 12:53 pm.
