BOARD OF TRUSTEES MEETING MINUTES

August 20th, 2019

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Richards at 12:00 pm.

 

MEETING MINUTES APPROVAL – Mr. Prosek made a motion approving the meeting minutes from the July 18th 2019 board meeting. Mrs. McGuinness seconded the motion and it was unanimously carried.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

 

8/4/2019 Power Outage- Mr. Hanson discussed the Salt Lake County Service Area#3 power outage caused by an overnight storm on 8/4/2019. Mr. Hanson stated the utility power was out because of storm water flooding multiple underground electrical sites. The Service Area was running on power from the Town of Alta’s 125 kva trailer generator that the Snowbird electricians wired in for 2.5 days until utility power could be restored.  The Service Area is currently running the 800-amp motor control center from the 3 remaining good wires at a maximum of 400 amps. Chairman Richards mentioned looking into the Service Area #3 possibly purchasing an emergency generator. The current wires and conduit will need to be replaced to repair the problem.  Salt Lake County Service Area #3 and Snowbird will repair/replace the 35-year-old wire and conduit when Snowbird is adding the new snowmaking suction line to the Wasatch Drain Tunnel.

 

2019 Sanitary Survey- Mr. Hanson discussed the upcoming sanitary survey beginning September 16th & 17th 2019. Steve, Kasey, Aaron and Austin have been working diligently to prepare for the survey. Mr. Hanson stated that they cleaned and painted the chlorine room, installed a new gas alarm sensor. Peruvian building prep and painting almost complete.  Mr. Hanson stated we are on track and looking good for the survey.

 

Little Cottonwood Mudslide 8/8/2019- Mr. Hanson discussed the rain/flood event approximal 3” of rain in 45 minutes. Mr. Hanson showed a video of the Creekside Lodge 1st floor flooding due to unsealed conduit missed in the last construction remodel. The Salt Lake County Service Area #3 is continuing to work with UDOT to keep manholes clear while UDOT continues road and culvert repairs on the main highway.

 

T.V. Sewer Camera Project- Mr. Hanson discussed Cottonwood Improvement District started the camera project 8/13/19. Mr. Hanson stated they are making good progress. One major issue is with the amount of grease coming from the Alta Properties. Mr. Hanson will address the grease issue with the Town of Alta.

 

New Snowbird Co-gen building- Mr. Hanson stated Snowbird has broken ground on the new Cogeneration plant and have started the new utility corridor. The Salt Lake County Service Area #3 will continue to work closely with Snowbird on this project.

 

U.S. Bank problem- Mr. Hanson discussed that we had an issue of an ex Board member being able to remove $200.00 cash from Salt Lake County Service Area #3 business account due to a bank employee clerical error. The money was returned to the account on August 19th 2019, which resolved the issue. Ms. Alderin is looking into possible new banking options.

 

 

Mr. Hanson gave a brief update of the following:

·         Peruvian Mine turbidity levels low, Peruvian source turned back on.

·         Bay City Mine flood 8/4/19

·         T.V. Sewer Camera project is moving along well

·         Lead and Copper testing complete for distribution system

·         Upgrades to Chlorination system for W.D.T. is almost complete and ready to turn the system back on. rebuilt vacuum regulators, replaced 900ft tube from chlorine room to treatment plant.

·         Replaced the Load Cell on chlorine scale in Peruvian

·         Iron Blosam PRV total project cost $110,870.72

·         ISO report completed for Unified Fire Department

·         Second Snowbird 12” snowmaking suction line to be installed and connected from base of Peruvian lift to the Wasatch Drain Tunnel.

·         SLC Service Area employees attending the RWUA Conference August 27th- 28th 2019.

·         Mr. Hanson is to set up a meeting with the Town of Alta’s Mayor about the current issues regarding the lack of capital improvements to the infrastructure and sewer system issues.

 

 

TREASURER’S REPORT Mr. Hanson reviewed with the Board of Trustees, the Balance Sheet Previous Year Comparison report as of July 31st, 2019. The Profit and Loss Budget vs. Actual January 1st through July 31st 2019. These reports are emailed to members of the board, prior to this board meeting for their review. Financial reports are prepared by Salt Lake County Service Area #3. Copies of financials are attached to the minutes.

 

APPROVAL OF BILLS PAID Chairman Richards moved that the bills listed on July 17th 2019 through August 14th 2019 payment registers, as presented by Mr. Hanson hereby be authorized and ratified to be paid by the office manager. Chairman Richards motioned to approve. Tom Prosek seconded the motion and it passed unanimously.  Copies of the approved bills are attached to the minutes.

 

ADJOURNMENT There being no further business to be discussed, Chairman Richards made a motion to adjourn the meeting was made, seconded and unanimously carried at 1:48 pm.
