BOARD OF TRUSTEES MEETING MINUTES

January 19th, 2021

The January 19th, 2020 Board of Trustees meeting was held electronically due to the current Utah State requirements for social distancing due to the COVID 19 pandemic.

 

The Regular Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Vice Chairman Prosek at 12:03 pm.

 

MEETING MINUTES APPROVAL – With one minor change made to the minutes to change the word meeting to hearing under the Public Hearing heading, Vice Chairman Prosek motioned to approve the minutes from the December 8th, 2020 meeting. Trustee McGuinness seconded the motion and it passed unanimously.

 

Resolution 2021-1- Alta contract extension Mr. Hanson stated every two years this contract is reviewed and renewed. Last week he met with the Alta Town Council about the resolution and the Town approved their resolution at the January Council meeting. The Alat resolution is in line with SA3 Resolution 2021-1. A brief discussion was had regarding the future of the contract and to possibly extend it in perpetuity with a percentage increase. Vice Chairman Prosek motioned to approve Resolution 2021-1. Chairman Richards seconded the motion and it was passed unanimously. A copy of the resolution is attached to the minutes.

 

Open and Public meeting laws - As an annual requirement governed by the Utah State Legislature, a current public officer (Trustees), are required to review the “Open and Public Meeting Act” (Utah Code Title: -52-Chapter 4). Mr. Hanson presented Salt Lake County Service Area #3’s 2021 annual review of the laws regarding open and public meetings. This was a video provided by the Office of the State Auditor. SYSTEMS OPERATIONS AND DEVELOPMENT-

 

2021 Snowmaking – Mr. Hanson stated that both Snowbird and Alta Ski lifts should be done making snow for the 20-21 season. Snowbird snowmaking usage to date is 95 million gallons of water. The Wasatch Drain tunnel was drawn down to a historic low. The water level has since recovered to above 300’. Alta Ski lifts usage 12 million gallons with a similar effect on the Bay City mine.

 

Mr. Hanson gave a brief update of the following:

·         SA3 has been monitoring Hellgate reservoir dropping water levels since the fall. In December Mr. Carpenter isolated the reservoir which has stopped the slow decline of water. Isolation tells us there is a leak somewhere between the Hellgate reservoir and the isolation valve at the entrance to the Superior parking lot in the 14” line. SA3 will keep the line isolated until spring for further investigation.

  

·         The new Mid-Gad water tank access hatch is causing ice buildup in the manway at the water surface. This is causing issues with water level reading. Mr. Carpenter has insulated the hatch which has fixed the problem.

 

·         The Peruvian Reservoir vent was hit by a snowcat Christmas week. The vent was damaged and caused the potential  for contamination of the drinking water reservoir. The SA3  staff fabricated a temporary repair lid while the vent was being repaired.  The reservoir  was inspected and the water was sampled at the reservoir and throughout  the water system as a precaution.  All the water samples tested negative for coliform and e-coli.

 

·         The Hidden Peak treatment plant has developed leaking pumps seals. New seals and pump rebuild kits have been ordered and the pumps will be repaired once the parts arrive.

 

·         The Badger Beacon AMA starter kit was purchased. Based on initial performance of the new meters that Mr. McIntosh and Mr. Carpenter have installed, we have ordered seventeen more meters for installation.

 

·         Alta sewer meter issues. The Alta sewer meter is having intermittent Loss of Echo problems. Because of the deep snow, we are hoping to make it to spring before we repair or replace the meter. We have a spare meter on the shelf in case.

 

·         The  Main Canyon sewer map has been updated with the surveyed in sewer manholes from the Chickadee utility improvement project.

 

·         We are looking into replacing the 8-year-old computer server as we have had recent problems with it during multiple power outages. We have scheduled a meeting with our SCADA contractor and an IT company to discuss replacement options.

 

2021 Election- Mr. Hanson discussed the fact we have two Trustee positions up for election this year. Ms. Alderin sent the letter to the Salt Lake County Clerk informing the Clerk of the two open Trustee positions to be included in the election process. A copy of key election dates, information and Board member qualifications are attached.

 

TREASURER’S REPORT Mr. Hanson reviewed with the Board of Trustees, the Balance Sheet Previous Year Comparison report through December 31st, 2020. The Profit and Loss Budget vs. Actual January 1st through December 31st, 2020. These reports are emailed to members of the Board, prior to this board meeting for their review. Financial reports are prepared by Salt Lake County Service Area #3. Copies of financials are attached to the minutes.

 

 

APPROVAL OF BILLS PAID Vice Chairman Prosek asked for a motion that the bills listed on the check detail dated December 5th through January 14th 2021 as presented by Mr. Hanson hereby be authorized and ratified to be paid by the office manager. Chairman Richards motioned to approve. Trustee McGuinness seconded the motion and it passed unanimously. Copies of the approved bills are attached to the minutes.

 

 

ADJOURNMENT There being no further business to be discussed, Vice Chairman Prosek motioned to adjourn the meeting at 1:11pm.
