Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman
Richards at 12:00 pm.
MEETING MINUTES APPROVAL – With a couple grammar
corrections made to the minutes, Chairman Richards asked for a motion to
approve the minutes as corrected from the December 12th, 2022, Board
meeting. Trustee Bremer motioned to approve, Vice Chairman Prosek seconded the
motion and the motion carried unanimously. A copy of the minutes is attached
for review.
Open and Public meeting laws - As
an annual requirement governed by the Utah State Legislature, a current public
officer (Trustees), are required to annually review the “Open and Public
Meeting Act” (Utah Code Title: -52-Chapter 4). Ms. Alderin presented Salt Lake
County Service Area #3’s 2023 annual review of the laws regarding open and
public meetings. This was a video provided by the Office of the State Auditor.

Resolution
2023-1- Alta contract renewal - Mr. Hanson stated
that every two years this contract is reviewed for renewal. Last week Mr.
Hanson met with the Alta Town Council about Resolution 2023-1. Mr. Hanson stated
that the 2023 Alta contract monthly service fee has increased from $2300.00 (two
thousand three hundred dollars) to $3000.00 (three thousand dollars). The labor
rate for any hours over 40 (forty) for the month has increased from $55.00 (fifty-five
dollars) to $60.00 (sixty dollars) per hour. The Town of Alta approved their
resolution at the January Alta Town council meeting. The Alta resolution is in
line with the SA3 Resolution 2023-1. Chairman Richards motioned to approve
Resolution 2023-1. Vice Chairman Prosek seconded the motion, and it was passed
unanimously. A copy of the resolution is attached to the minutes.
SYSTEMS OPERATIONS AND DEVELOPMENT-
CREEKSIDE
PRESSURE ISSUE – Mr. Carpenter discussed a pressure issue that came up Thursday 12/22/22
regarding fluctuating high water pressures at Creekside. Mr. Carpenter stated
there are two PRV vaults that feed Creekside, one PRV vault is by the Iron
Blosam parking lot stairs and the other on the Creek Road. Mr. Carpenter was able to find the isolation
valves and shut off Creek Road water line overnight. Ms. Alderin contacted Mr.
Johnson from the Snowbird Cat crew for help exposing the PRV vault on the creek
road the next morning, Mr. Johnson was easily able to find the manhole/vault Friday
morning thanks to the GIS mapping updates. Mr. Carpenter, Mr. Brindle and Ms.
Alderin all worked to find and correct the pressure issue. No obvious issues
were found in either vault. Mr. Carpenter cleaned the screens on the Iron
Blosam PRV and that seemingly corrected the pressure issue. Mr. Carpenter
stated that he contacted SKM Inc. regarding the SCADA program and had them come
and install a pressure transducer at Creekside so we can keep a closer eye on
pressures.
VALET
BUILDING GAS ALARM- Mr. Carpenter stated that while SKM, Inc. was here
for Creekside they also investigated some nuisance alarms from the gas room at
the valet building. SKM, Inc found an
incorrectly wired relay, this corrected the problem of the nuisance alarms.
WASATCH DRAIN
TUNNEL ALARMS - Mr. Carpenter stated that Mr. Taylor from SKM has been working on the
Wasatch treatment plant alarms. We have been experiencing intermittent plant
alarms relating to a backwash valve that fails to open. Mr. Taylor could not
find anything specific wrong with the system but lengthened the delay on
opening the backwash valve and it has seemed to fix the issue.
MID GAD
SCADA READS – Mr. Carpenter stated that Mr. Taylor from SKM, Inc. added the Mid Gad water
system to the SCADA system. This was required per the Division of Drinking water operating permit
for the Mid Gad spring rehabilitation, this will allow the Service area to
monitor daily spring flow data. A tank level sensor was also tied into the
SCADA system.
HIDDEN PEAK
TREATMENT PLANT- Mr. Carpenter stated that he spent 5+ hours at the Hidden Peak treatment
plant troubleshooting a chemical feed issue. Mr. Carpenter found that the
chlorine residual level was high. This was from tubing that had developed a pin
hole leak that feeds the sodium bisulfite from the pump to the treatment plant.
Mr. Carpenter replaced the tubing, and the treatment plant is properly running.
2022-23 SNOWMAKING - Mr. Carpenter stated that both Snowbird
Resort and Alta ski lifts are officially done with Snowmaking for the 22-23
season. Alta ski lifts used approximately 6.5 million gallons of water from the
Bay City mine. Snowbird Resort used approximately 72 million gallons of water
from the Wasatch Drain tunnel.
LOTS OF SNOW AND SHOVELING – Mr. Carpenter thanked the team for all the demanding
work and early mornings over the last couple of weeks.
PERUVIAN RESERVOIR LOW ALARM – Mr. Carpenter discussed a low-level alarm he
received on Friday 01/13/23 at 3:30am from the Peruvian reservoir. Mr.
Carpenter found that the level transducer for the reservoir had failed and was
showing that the reservoir was full when it was not actually full. This caused
the Peruvian to superior valve to remain open as the reservoir drained below
the normal closed set point. Mr. Carpenter remotely shut the Peruvian to
Superior valve and stated we had a spare level transducer on the shelf. Mr.
Carpenter was able to dig out the Peruvian reservoir access and installed the
new level transducer correcting the issue.
RURAL WATER
ASSOCIATION CONFERENCE –
Mr. Carpenter stated that he, Mr. Brindle and Ms. Alderin will be attending the
RWAU spring conference in St. George at the end of February. Mr. Brindle will
be taking Distribution 2 certification.
DELL OFFICE
COMPUTERS – Mr.
Carpenter and Ms. Alderin have been working on quotes with Dell to get three
new office computers. New office computers are in the approved capital budget
for 2023.
FULL TIME
OFFICE MANAGER – Mr.
Carpenter congratulated Ms. Alderin on moving to full time employment with the
Service Area as of January 1st 2023.
TREASURER’S REPORT –Mr. Hanson reviewed with the Board of
Trustees, the Balance Sheet Previous Year Comparison report through December 31st,
2022, and the Profit and Loss Budget vs. Actual January 1st, 2022, through
December 31st, 2022. These reports are emailed to members of the Board
prior to the Board meeting for their review. Salt Lake County Service Area #3
prepared the financial reports.
APPROVAL OF BILLS PAID- Trustee Bremer motioned to approve the bills
listed on the check detail dated December
9th, 2022 through January 12th, 2023 as presented by Mr. Hanson and hereby
authorized and ratified to be paid by the office manager. Vice Chairman Prosek seconded the motion and
it passed unanimously. Copies of the approved check detail are attached to the
minutes.
ADJOURNMENT- There being no further business to be
discussed, Chairman Richards adjourned the meeting at 12:58 pm.
